A new report drawn up by experts from 30 international institutions has just been presented to the UN, ahead of September's important UN Climate Change Summit in New York. It prescribes a list of concrete actions that the world's 15 biggest economies (including the UK) must take now to keep global warming below 2ºC. They say that negotiations have been going on for two decades but they're not producing the deep technological changes that will get us to a low-carbon global economy. Between them the fifteen biggest economies produce 70% of the world's carbon emissions but their reduction targets are much too conservative to avoid 2C warming and now it's time for leaders to direct government officials and independent institutions to work on the technologies that would actually produce the reductions in emissions that are needed.
